Zoe obtained her Bachelor of Laws from the City University of Hong Kong in 2023 and a Postgraduate Certificate in Laws from the same university in 2025.

Zoe also earned a Master of Laws from Georgetown University Law Center. Zoe is fluent in English and Mandarin.
